I want to see if Mumbo Jumbo had a SDK to give out like PlayFirst does?.

Am starting to make a match 3 game. The question I have is what is the best way to make a level design tool for a match 3 game?
1. Should the level designer just use a text editor to make the levels?
2. Or should I make a level editor tool(MFC) for making the levels?
